India and Indians know that the country is a great civilization, one of the oldest ones, and that it deserves to be on the global stage and amongst the great powers. They also want the world to recognize this fact. However, civilizational heritage and greatness do not by themselves make a country a great power. India is unique, India is different and India needs special treatment is also part of this belief. The nation’s foreign policy institutions and practices reflect its desire to be a great power and conflicting urges to remain alone. This internal conflict means that the country’s foreign policy is malformed and misshapen – it is fully committed in neither direction.

The challenge for Indian foreign policy is reconciling its realism with its idealism. India has serious challenges to its national interests – in the form of a rising China and questions over the reliability of America – and claims to a historical lineage which demand recognition. To marry the two, India must find a way to meaningfully engage with challengers such as China in a manner which is acceptable to the sensibilities and historical character of its people. India must find ways to work with the United States, marshal international institutions, and grow its foreign service corps in a strategy which complements and draws from its specific and unique geography and history.
